Yes, however you can only apply to the country programme where you have citizenship rights. You will also be expected to return to your country of citizenship at the end of your award and remain for at least two years.
You will need to take your passport or another form of ID. In your invitation to interview, you will be told whether you have any missing references that you should also bring to your interview in addition to your passport.
