China Fellowships Programme

Hongwei Yu

Deputy Director at The Legislative Affairs Office of the State Council, China

Yu is undertaking the SLCAO fellowship programme at the University of Edinburgh. At the Legislative Affairs Office of the State Council, his main responsibilities are drafting administrative regulations and documents according to law, conducting research on administrative license, administrative penalty, administrative fees, and putting forward opinions on some important legal issues.

Yu hopes that the overseas study experience will help him fulfil his career responsibilities better and make more good friends. In his opinion, a profound international legal background is badly needed as well as a broad vision of the world economy, investment, finance and culture. He firmly believes international legal exchange will be one of the most important factors that safeguard and drive world development.

Jinxia Liang

Deputy Director at the National Health and Family Planning Commission of China

Jinxia is currently undertaking the National Health and Family Planning fellowship programme at the Centre for Continuing Education, University of Oxford.

At the National Health and Family Planning Commission of China, Jinxia is responsible for implementing public health and family planning policy and legislation, as well as health standards.

As a policy maker, she wants to have a chance to learn the advanced theories of public policy, to exchange the ideas and work experiences, and to improve her professional capacity. During her stay in the UK, she hopes that she can learn a lot about the UK and its National Health System (NHS), especially the NHS’ function and work mechanism, as well as its legislation and implementation. She is also interested in the UK’s health strategy and its reform framework. Through the six months of research and study, she believes she can gain much more experience from the UK to service China’s health policy and legislation making.

Mingzhi Wang

Professor/Senior Colonel in the People's Liberation Army Air Force, China

Mingzhi is undertaking the Ministry of Defence (Changing Character of War) fellowship programme at the University of Oxford.

In the People’s Liberation Army Air Force, he deliveres lectures on the use of aerospace power and military science. He also gives talks on aerospace power at military units and appears on TV as an aerospace power expert for CCTV-4 Chinese International Channel, CCTV-7 Military Channel and regional TV channels.

To Mingzhi, the Chevening Fellowship is an opportunity to undertake cross-discipline research and exchange points of view on a common platform. He would like to use this visiting research fellowship to study further on the relationship between the use of aerospace power and national policy, and get some help from experts at the University of Oxford. 

Liqun Liu

Division Director at the National Health and Family Planning Commission of China

Liqun is currently undertaking the National Health and Family Planning fellowship programme at the Centre for Continuing Education, University of Oxford.

Liqun is in charge of primary health care in the National Health and Family Planning Commission. He feels that the good experience in UK primary health care can provide reference for China to promote a health reform and realise the universal coverage of health services.

Liqun is looking forward to learning about the organisational structure of the UK health system, community health regulation and information systems, continuous improvement of community health service and provision of clinical treatment, rehabilitation and mental health services. 

Haitao Wang

Director at the Foreign Affairs Office, Ministry of National Defence, China

Haitao is undertaking the Ministry of Defence (Changing Character of War) fellowship programme at the University of Oxford.

Back in China, Haitao is responsible for performances of biological weapon conventions, chemical weapon conventions and Japanese abandoned chemical weapons.

During his fellowship, he wants to develop his knowledge further about international issues, including international relationships and military strategy. Haitao also wants to learn more about UK culture and western countries.
